DRAFT FINDING OF NO SIGNIFICANT IMPACT
In accordance with the National Environmental Policy Act (NEPA), codified at 42 U.S.C. 4321 et seq., an Environmental Assessment has been prepared for the proposed expansion of the City of Huntsville Municipal Justice and Public Safety Center to include the Madison County Jail in Madison County, Alabama. This project is subject to NEPA review because it is being funded, in part, with federal funding available under the Violent Offender Incarceration/Truth-in-Sentencing Initiative Grant Program from the Office of Justice Programs, Corrections Program Office.
Proposed Action
The proposed action entails the expansion of the existing City and County facilities through the construction of a joint City and County Jail with 1,000 beds, which would replace the existing Madison County Jail and Wheeler Avenue Jail Annex.
Project Location
The proposed site is located at 705 Wheeler Avenue in Huntsville. The site is bordered by Wheeler Avenue on the North, Memorial Parkway on the West, Pinhook Creek on the East-Southeast, and a drainage ditch adjacent to Interstate 565 on the South.
Findings
The U.S. Department of Justice, Office of Justice Programs, Corrections Program Office has determined that the proposed expansion of the City of Huntsville Municipal Justice and Public Safety Center to include the Madison County Jail will not significantly affect the quality of the human environment. Less than significant impacts would occur to water quality, air quality, utility services, transportation, and land use. Therefore, it has been determined that the proposed project will not have a significant affect on the quality of the human environment and it is not expected that an environmental impact statement will be prepared for this proposal.
Public Comments
Interested parties may obtain a copy of the Environmental Assessment from or may submit written comments relating to this Draft Finding of No Significant Impact to the following address: Madison County Commission, Department of Planning and Economic Development, 100 North Side Square, Huntsville, Alabama 35801 , Attn: Anne W. Burkett, Director.
No administrative action will be taken on the project before October 1, 2001, which is 30 calendar days after the public notice of this Draft Finding of No Significant Impact.
